Charlie Cooper Partner

Charlie’s practice is focused on litigation, with significant experience resolving complex and high-profile cases and claims through trials (and, when necessary, appeals), arbitrations, motions practice and negotiated settlements. Charlie has obtained legal victories for both public and private sector clients. Early in his career, as an Assistant United States Attorney, he represented the United States, the President, Supreme Court Justices, the Attorney General, and the Secretary of Defense as well as other federal officials and government agencies in court. In private practice, he has obtained favorable results in must-win litigation that would determine his clients’ solvency and ability to continue operating as going concerns.

Charlie joined Gilbert LLP in March 2025.

REPRESENTATIVE MATTERS

Past representative matters include:

  • Defended one of the nation’s largest mortgage lenders against Consumer Financial Protection Bureau enforcement action claiming multiple and repeat violations of law with maximum civil penalties over $5 billion, achieving favorable settlement after filing dispositive motions.
  • Defended large bank against class action lawsuits alleging breach of contract and violations of consumer protection statutes, achieving favorable settlement after filing dispositive motions.
  • Obtained favorable pre-suit settlements for financial service companies on receiver FDIC’s indemnification claims related to mortgage loans underwritten by Washington Mutual.
  • Successfully defended and won appeal for the President and Secretary of Defense on civil rights claim based on First Amendment Establishment Clause.
  • Successfully defended declaratory judgment action seeking to reform terms of a loan to an electricity generator provided by a governmental lending agency.
  • Defended government agency against claim for injunctive relief involving trade secrets of nationwide retail grocers in an Administrative Procedures Act case.
